Is crypto legal in Pakistan?

Last reviewed:

Short answer

Yes — owning and trading cryptocurrency is not illegal in Pakistan. The Virtual Assets Act, 2026 made the Pakistan Virtual Assets Regulatory Authority (PVARA) the permanent regulator that licenses exchanges and other crypto service providers, and since April 2026 the State Bank lets banks serve PVARA-approved firms. Crypto is still not legal tender, and firms serving Pakistanis need PVARA approval.

Timeline: from ban to regulation

DateWhat happened
April 2018SBP circular bars banks from dealing in or facilitating virtual currencies.
2025PVARA is created by ordinance to regulate virtual asset service providers (VASPs).
December 2025Binance and HTX receive preliminary No-Objection Certificates (NOCs) from PVARA.
March 2026Parliament passes the Virtual Assets Act, 2026, making PVARA a permanent federal regulator.
14 April 2026SBP BPRD Circular No. 10 of 2026 replaces the 2018 ban: banks may serve PVARA-approved firms.
21 August 2026PVARA's Virtual Asset Services Regulations and Activity Specific Regulations are notified.

What is legal for an individual

  • Buying, holding and selling crypto such as Bitcoin, Ethereum or USDT.
  • Using an exchange that holds a PVARA NOC or licence.
  • Peer-to-peer (P2P) trading, as long as the money is your own and you can show its source.

What is not allowed

  • Paying for goods and services with crypto as if it were money — the rupee is the only legal tender.
  • Operating an exchange, wallet or crypto business for Pakistanis without PVARA approval; reported penalties reach PKR 50 million and five years' imprisonment.
  • Banks trading or holding crypto with their own funds or depositors' money — the April 2026 circular still forbids this.
  • Using crypto to move money abroad outside foreign-exchange rules, or to launder money.

Is any exchange fully licensed yet?

As of October 2026 we have not found a report of a full PVARA licence being granted. Several exchanges, including Binance and HTX, hold preliminary NOCs, which let them register with Pakistan's Financial Monitoring Unit while they apply. Licensing news moves quickly — check PVARA's own announcements before choosing a platform.

Tax on crypto in Pakistan

Gains from selling crypto are income for tax purposes, and the FBR expects residents to declare virtual assets in their wealth statement. Licensed platforms will be required to report to authorities, so keep records of every purchase price, sale and transfer. Confirm current rates with the FBR or a tax adviser.

The separate religious question

Legality is not the same as permissibility. In June 2026 Jamia Darul Uloom Karachi issued a fatwa, signed by Mufti Taqi Usmani and other scholars, declaring the purchase and sale of cryptocurrencies impermissible. That ruling is not law and does not make crypto illegal, but many Pakistani investors weigh it. See our article on whether crypto trading is halal.

Roman Urdu mein jawab

Kya Pakistan mein crypto legal hai?

Haan, crypto rakhna aur trade karna jurm nahi. Virtual Assets Act 2026 ke baad PVARA crypto exchanges ko license deta hai, aur April 2026 se SBP ne banks ko PVARA-approved companies ke saath kaam ki ijazat de di. Lekin crypto legal tender nahi hai, aur bina PVARA approval ke crypto business chalana jurm hai.

Frequently asked questions

Is Binance legal in Pakistan?

Binance received a preliminary No-Objection Certificate from PVARA in December 2025. An NOC is a step toward a licence, not the licence itself; check PVARA's latest list before relying on any platform.

Can I buy USDT with JazzCash or Easypaisa?

Many Pakistanis buy USDT through P2P markets paid by wallet or bank transfer. It is not banned for individuals, but P2P carries fraud and frozen-account risk, so use only verified counterparties and keep records.

Can banks in Pakistan deal with crypto now?

Since SBP Circular No. 10 of 2026, banks may open accounts for PVARA-approved firms. They still may not trade or hold crypto with their own or depositors' money.

Is crypto legal tender in Pakistan?

No. The Pakistani rupee is the only legal tender. Crypto is regulated as a virtual asset, not as money.
